I understand that vi keys don't work. Can you please try it on a plain TXT file?

Also, does your VS get a "ViEmu" menu? Or nothing at all?

Do you have any other 3rd party add-in installed?

In accordance with your answer, I try to edit a text file but can not work.

vs get the "viemu" menu, "Enable / Disable Viemu" no response.

Before I installed the "vsvim" plug-in, but after uninstalling it still does not work.

I also try to reset vs setting and re-install, still does not work.

Is your VS in another language than English? It might be because of that.

If you post a screenshot of your IDE, it could be very helpful.
