Not that I know of. It's actually just the Windows standard caret, so if you find a tool that does it, it should work with ViEmu too. Although I don't know the details, if I remember correctly there is a windows message involved in the blinking, so possibly something can be done.

Unlike the VS and SQL versions, the ViEmu/Word&Outlook cursor doesn't blink (except in insert mode), as it's done differently.
